Major General Sir Cecil Edward Pereira, was the younger brother of Brigadier General George Edward Pereira (1865-1923) and like his brother was educated at an Oratory School before entering military service with the Coldstream Guards in 1890. He went on to serve in the Niger Company in 1896, and the subsequent South African campaign. During the First World War, he was the Commander of 85th Brigade in 1915 and was wounded twice during the war. He retired from service in 1923 and volunteered for the Home Guard before his death in 1942.

He donated articles of African and Chinese weaponry to the museum in September 1924 with the ceremonial Chinese weapons having been collected by his late brother.
