A length of the same fabric has been sewn into a tube to form the outer cover.  Either end of this has been gathered. A commercial paper lace pattern with some worked lace is attached with pins. 3 groups of  lace bobbins hold the threads of  the worked lace. 2 of the groups are stretched away from the worked pattern.  They are secured with  pins to either side. One of the bobbins has a blue satin 'bead' attached to one end. Another has a cream-coloured satin 'bead' attached to one end."
