The achievement of adulthood in some African cultures is in part celebrated by the wearing of adult dress. Symbolically the ceremony celebrates the change from nudity to dress.   This waistband might have been used as part of the nudity stage, where girls only wore cloth and beads.  The waistband is called a 'shaker' because some Africans use bunches of beads to make noise, especially for ceremonial dances.  This particular waistband is made from quills and reeds which would make a natural sound."
