carving (art); function unknown

Carved cylindrical piece of wood, with a band of floral carving at the bottom and two lizard-like creatures carved onto the sides. There are holes in the top and bottom of the object but it cannot be seen whether there is a hole all the way through. The top looks as though it has broken off of another part of the object.
