Below this panel is a band of red felt, edged at the top with pinking and lined with machine printed cotton fabric, and which is quite simply embroidered with a band of floral scrolling at the bottom in white and green, and a wider band of scrolling above in yellow, pink, green, white and blue. At the waist is a band of fabric in vertical stripes of white, green, pink, red and yellow, which is gathered into regular pleats, and stitched to the main skirt panel below. It is trimmed with red binding at the waist. A red tie to either side.
